Hello! This is Dal, aka that idiot responsible for bringing you Kiyotaka Ishimaru (Dangan Ronpa), Solf J Kimblee (Fullmetal Alchemist), Nonon Jakuzure (Kill la Kill), and Shuu Tsukiyama (Tokyo Ghoul); the fifth slot on my roster (which Alfred Ashford has vacated after over a year and a half in-game) has been claimed by...someone else that absolutely no one asked for but you know what, he's here anyway.
This is Katsuhiko Jinnai, from El Hazard: The Magnificent World - Jinnai is the Student Council President of his high school, power-hungry and egocentric, also crazy as hell. He's actually already been through bizarre interdimensional shenanigans once in his canon: El-Hazard is an adventure/science-fantasy series based around a causal loop that sees four people from Earth (three high school students and their History teacher) brought to a fantasy world that is 1990s as hell. (We've got massive alien bugs! We've got mages! We've got gods that you have to wind like clockwork! We've got housecats that turn into wearable armor! ...We've got a really bad harem-anime sideplot, because of course we do!) When faced with the prospect of all-out war between the abovementioned race of alien bugs and the nations of humans that do not want to be conquered by a race of alien bugs, three of the Earthlings do the prudent thing and decide to help out.
And then there's this guy, who instead wins over the Bugrom Queen by telling her he's a messenger of God sent to lead her army to victory - and he then proceeds to take her army and conquer the hell out of most of the world with it, literally because "why the hell not, also I hate my classmate's face."
So Jinnai's a skilled tactician and alarmingly competent for a seventeen-year-old, and he also has the incredibly dubious interdimensional-travel-granted ability of being able to talk to huge bugs, which will surely not be stupid at all in Johto. Here he obviously doesn't have his army, but he does still have the drive to defeat everything that stands in his way of being the most amazing thing on any given planet, so he's going to be making a nuisance of himself in Team Rocket because where else do you put someone with a repertoire like that.
...Granted, the lack of his army is also going to ensure that for a while he'll be one of those mouthy bossy teenagers who really needs to not, so there's also that. (I am so sorry to whomever has to train this kid.)
