This young lady is Aki Izayoi from the series of Yu-Gi-Oh 5D's (which stands for 5 despairs). She's from episode 24 so she's still quite cold and heartless and obessed with Divine who is a jerk.

She'll be making Team Rocket beautiful and her starter Pokémon are Oddish and Vulpix.
