He's from Dragon Ball GT, about 10 years (5 if you go by the Daizenshuu...I think that's the difference between the two) after Z. So he's OLD LOL.

HAHA I remember when we had that little Vegebul argument somewhere, was it an HMD or a love meme? Maybe a roll call meme, aaah I don't remember where, but it was fun threading with Bulma for the 4th wall XD
