VALENTINES!
(Unlike me, he did this in a timely fashion.)
So Shaun here is at the age where he's still expected to give valentines to all of his classmates and parents and grandparents, etc etc. So in the spirit of that, he's cobbled together some construction paper and candy and stickers and other supplies from the Pokemart to make valentines for all of his new friends. He sent them out to everyone not in Violet City by Pidgey mail - anyone in Violet City got tracked down and given theirs personally.
