He really wasn't expecting anyone to volunteer for actively collecting donations, but he's definitely going to approve of Nisei going above and beyond what he expected. If he wants to stand in the snow and raise money for Cobra (also Team Rocket), he's certainly not going to try and stop him.

And Nisei can probably expect a little bit more money than the other volunteers for doing that.
