This would be Major Miles from Fullmetal Alchemist. He comes post-manga but before he leaves to go restore some old place with some guy who likes to destroy stuff.

He's a stern man but with a kind heart and is pretty damn smart.

Also, he doesn't like a certain Crimson Alchemist but that's not the point. The point is that everything is now Kimblee's fault.
